Why do ALL shop items appear in the Form when I am designing it even though I’ve used action codes to restrict what is shown?

When you are designing the Form it does not know at that point what action code will be entered. Without knowing the action code, it cannot apply any restrictions/branching you have set up. View the Form in preview mode and you should see only the items you want to be displayed.
